We are publishing our draft response to the Government’s NPPF consultation, and calling on CLT Network members to feed into a network-wide response.

The National Planning Policy Framework sets out government’s planning policies for England and how these are expected to be applied at the local level. The government published a set of proposed revisions to the NPPF in December 2025, which are open for consultation until 10th March 2026.

CLT Network CEO, Tom Chance, has worked through the consultation and met with government planning officials to pick out key ways these revisions could impact CLTs and where we could influence better policies for community-led development. This is an important opportunity for community land trusts to rally together to collectively influence the planning policies that can make a huge difference to the CLTs on the ground, who are creating the affordable homes and community places we all need.

We are now publishing our draft response to help our members and partners feed in their thoughts, experiences and ideas in advance of the deadline on 10th March 2026.

This is a big opportunity for the CLT movement. Our proposals could have a significant impact for CLTs that are working on developing property as the NPPF will embolden councils to adopt supportive local policies.

Previous wins in the NPPF include:

  • a definition of Community-led development
  • requirements for local policies to be supportive of community-led development
  • our long lobbied for community-led exception sites policy – currently being road tested by Clevedon and District CLT!
