Urban CLTs

The Context

Developing a CLT in an urban area poses a different set of challenges for communities than in rural areas but it can also open different avenues of opportunity. Urban CLTs were piloted as part of the National CLT Demonstration Programme from 2006 - 2008. From this a practical toolkit was developed, featuring case studies of developing projects, advice and guidance on the legal and political challenges, and recommendations for future action.

Case Studies

In London, Urban CLT development continues apace and features prominently in discussions over affordable housing solutions.

Community housing as part of the Olympic Park legacy, with a focus on redeveloping St Clement's hospital. See for : political campaigning, and "expression of interest" good practice when seeking partners. See their background and video campaigns on their website.

Brixton Green CLT is currently developing plans to create a large-scale urban regeneration project. The aim is to create a community-owned mix of housing, employment, health and education to help create local wealth and benefit the Brixton community.

In other UK urban areas :

Redeveloping a derelict hospital site in Stroud, providing affordable homes and community green space. See for : innovative agreements between the CLT and developer, and for Kevin McCloud's involvement.

Digbeth Ecohub proposed a sustainable development project in Birmingham City Centre. Based near Moor Street station, this would comprise affordable housing, green work spaces for environmental organisations and businesses, and wildlife gardens, set up in a small-scale CLT model. The project has encountered significant setbacks due to rival development plans for the site; find out more here.

Localise West Midlands are happy to support any other CLT plans in their area, see their website.
